Most flyer distribution in Singapore does not need a government permit: putting flyers into letterboxes in HDB, condo and landed estates is allowed for any business. What needs permission is distributing on private premises, such as a condominium, a mall or a station, where the management or operator decides. Since 1 April 2026, property agents at the major agencies have also agreed not to leave flyers at unit gates, on doors or in common areas in HDB estates; letterbox delivery remains the accepted channel.

Do I need permission to distribute flyers in Singapore?
Not for letterbox distribution in residential estates. You do need the owner’s or manager’s permission to distribute inside private property: condominiums, shopping malls, office buildings, MRT and bus interchanges, and event venues each set their own rules, and some do not allow flyers at all. Where a condominium does not allow outside distributors in, flyers can be delivered through SingPost. Posting or sticking flyers onto walls, lamp posts, lifts or other property without written permission is a separate matter and is not allowed.
| Where | Permission needed? | Who decides |
|---|---|---|
| HDB letterboxes | No | Letterbox only; no gates, doors or common areas |
| Landed homes, letterbox | No | Letterbox only |
| Condominiums | Yes, if distributing inside | Management corporation; SingPost delivery where required |
| Malls, offices, stations | Yes | The owner or operator |
| Sticking flyers on walls, poles, lifts | Written permission of the property owner | Without it, not allowed |
What changed for flyers in HDB estates in 2026?
On 13 February 2026 the Singapore Institute of Estate Agents and five agencies, PropNex, ERA, Huttons Asia, OrangeTee and Tie, and SRI, signed an agreement that took effect on 1 April 2026. Their property agents, about 87.6 per cent of agents in Singapore, will no longer leave flyers at unit gates, on doors or in common areas such as corridors and lift lobbies in HDB estates. Letterbox distribution, where the flyer is visible only to the intended recipient, remains permitted. It is an industry agreement with professional penalties, not a new law.
Does the 2026 rule apply to my business?
The agreement binds property agents at the participating agencies, not tuition centres, clinics, restaurants, renovation firms or other businesses. In practice it has made letterboxes the expected channel for everyone: residents and town councils notice flyers left on gates and in corridors, and those flyers often end up as litter. Choosing letterbox delivery keeps a campaign on the right side of residents as well as the rules.
What counts as responsible flyer distribution?
Deliver one flyer per letterbox and never leave bundles in void decks, corridors or lift lobbies. Do not force flyers into full letterboxes or leave them sticking out. Respect “no flyers” notices. Keep the flyer content truthful and include your business name and contact details. Ask for permission before distributing on any private premises, and follow the venue’s conditions.
How does Alibaba Printing keep distribution compliant?
Our HDB and landed drops are letterbox deliveries, condominiums go through SingPost where the management requires it, and every campaign comes with daily coverage reports and photo proof of the blocks and streets covered. 10,000 A5 flyers printed and delivered to HDB letterboxes is a SGD 550 package; see the flyer distribution page. The full rules, including penalties under the 2026 agreement, are in flyer distribution laws in Singapore.
